Students are expected to research fiscal systems in their country topic by topic before class. This will enable students to understand contents of lecture deeply from comparative perspective. Active participation in class and memos will help their further study and research in depth and scope.

The primary course objective is to provide students with basic knowledge and theory of public finance and insights on fiscal issues in Japan.

Students are expected to learn basic knowledge and theory of public finance and fiscal issues in Japan. This will prepare students to be a learned consumer of public finance theory and knowledge, and thus, enable students to engage constructively in the formulation, implementation, and evaluation of public finance policies not only in Japan, but also in other countries.

Grades will be determined by an final essay, class participation, and assignments (if any).
